The Public Works and Transportation Department’s Stormwater Compliance Staff is responsible for monitoring water quality in the City of Arlington.  The goal is to protect and improve the health and quality of local creeks, streams, and lakes by providing the highest level of environmental protection for the Arlington community.  Stormwater Compliance works continuously to maintain regulatory compliance with applicable federal, state and local stormwater regulations by performing regular inspections of construction sites and industrial facilities to enforce related permit compliance. Additionally, staff conducts monthly and quarterly water quality monitoring.

Stormwater Compliance is composed of the Stormwater Permit Supervisor and 5 Environmental Compliance Officers (ECOs).

  • Trenecia Williams is an Environmental Professional with the City of Arlington who specializes in Industrial Stormwater Compliance. She currently oversees the City’s Industrial Compliance Program. She is also the lead for the City’s Stream Team citizen scientist program. With over 15 years of combined experience in both public and private sectors, Trenecia has a vast amount of knowledge on ensuring compliance with local, state and federal regulatory requirements. She has been employed with the City of Arlington since 2014. Trenecia is a Certified Environmental & Safety Compliance Officer (CESCO) thru the National Registry of Environmental Professionals. Trenecia holds a Bachelor of Science in Biology from Dallas Baptist University.
  • Dylan Tissue is an Environmental Professional with the City of Arlington. He oversees the City’s Automotive Related Business program. Additionally, he is the lead for the Clean Rivers Program (CRP). Dylan has been employed with the City of Arlington since 2017. Dylan is a graduate of the University of Texas at Arlington with a Bachelor of Science Degree in Geology and a Minor in Biology.
  • Patrick Strong is an Environmental Professional with the City of Arlington. He oversees the City’s Construction Compliance Program. As part of his duties as an Environmental Specialist, Patrick carries out compliance inspections at residential and commercial construction sites and assists with water quality monitoring. Patrick has a Masters in Geography from the University of North Texas, with a focus on stormwater and Low Impact Developments. Patrick is a Certified Professional in Erosion and Sediment Control (CPESC).
  • Sarah Mendoza is an Environmental Professional with the City of Arlington. She is a recent graduate from the University of Texas at Arlington, with a Bachelors in Geology-Environmental Science. Sarah is certified in Geographic Information Systems. She began an internship with the City of Arlington in March 2018 and began her official environmental professional career with the City in Oct 2019. Sarah currently oversees the Dry Weather Screening program for Illicit Discharge and Detection. Additionally, she also inspects and monitors residential and commercial construction, conducts water quality monitoring, assists with CRP sampling, and oversees GIS creation for all Stormwater Compliance programs.
  • Brandon Butler is an Environmental Professional with the City of Arlington. He originally started with the City as a Sign and Marking specialist in 2018. He then transitioned over into the Environmental Management group in 2019. Brandon currently oversees the City’s Good Housekeeping Program, which ensures that City operated, and owned facilities are compliant with local, state and federal environmental regulations. Additionally, Brandon inspects and monitors residential and commercial construction sites, conducts water quality monitoring and assists with CRP sampling.
