Grants Management Training and Resources

The City of Arlington Grants Management Department hosts quarterly trainings for organizations awarded federal grant funds in the Council approved Action Plan for Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG). This space allows for the discussion of topics that may arise surrounding programs and updates that may require deeper discussions. This platform also allows partner organizations to have an additional mechanism for communication with staff.

These training sessions are a resource for subrecipient's questions and offers information on managing their programs to successfully meet their stated goals and objectives within a program year.

We'll offer specific training tailored for a specific topic in the grant process, share practical tips, and answer your questions along the way. How to Get Paid: Finance and Accomplishment Reporting in Neighborly scheduled for Thursday, July 31, 2025

The "How to Get Paid: Finance and Accomplishment Reporting in Neighborly" training is scheduled for Thursday, July 31, 2025, and is designed to guide subrecipients through the critical processes of financial management and reporting within the Neighborly system. This session will walk participants through the essential steps of submitting reimbursement requests, tracking expenses, and ensuring compliance with program requirements. In addition to financial reporting, the training will cover accomplishment reporting, helping subrecipients accurately report outcomes and progress toward their goals. By the end of the session, attendees will have the tools and knowledge to efficiently manage their finances, submit accurate reports, and successfully navigate the Neighborly platform to receive timely payments.

Enhancing Compliance Through Effective Monitoring and Documentation scheduled for Thursday, October 2, 2025

This training provides a comprehensive overview of compliance practices with a specific focus on meeting U.S. Department of Housing and Urban Development (HUD) requirements for monitoring and documentation. Participants will gain a thorough understanding of how to implement effective monitoring procedures, identify and address potential compliance issues, and maintain accurate, audit-ready records. Emphasizing regulatory expectations, the training equips housing professionals with the tools necessary to support program integrity, ensure accountability, and uphold HUD standards across all program activities.

Subrecipient Training for Grants Administration for PY2025 scheduled for Thursday, January 15, 2026

The Subrecipient Training for Grants Administration for PY2025 will build on key concepts from previous training sessions while incorporating updates to federal, state, and local regulations. Key lessons from past sessions, such as effective communication with pass-through entities and ensuring timely financial and performance reporting, will be revisited to reinforce best practices. Additionally, lessons learned from previous audits and monitoring reviews will be integrated to address common pitfalls and emerging compliance challenges, such as proper documentation of time and effort, documenting allowable costs, and addressing indirect cost rate issues.

PY2025 - Program Close Out Administrative Policies and Procedures tentatively scheduled for Thursday, March 5, 2026

The Program Closeout Administrative Policies and Procedures Training is designed to guide subrecipients through the process of successfully closing out a grant. This training will cover the essential steps involved, including final financial and programmatic reporting, reconciling expenditures, ensuring all deliverables are completed, and addressing any remaining compliance issues. It will also highlight required documentation, retention periods, and the proper procedures for submitting final reports to the pass-through entity or funding agency. Additionally, subrecipients will learn about the process for addressing any audit findings, ensuring that all necessary actions are taken before closing out the grant. The goal is to ensure that subrecipients can complete the closeout process efficiently, accurately, and in full compliance with applicable regulations.

 The Subrecipient Training Workshop for PY2025 grants was held on Thursday, June 12. This workshop provided participants with hands-on guidance to help them navigate the Neighborly system and streamline the administrative process. The session also covered essential steps in contract execution, reporting, performance tracking, and reimbursement requests.
