Celebrating 50 Years of Community Development Block Grant Impact

In 2025, the City of Arlington proudly celebrated the 50th anniversary of the Community Development Block Grant (CDBG) program—a milestone that reflects five decades of investment in neighborhoods, families, and infrastructure. The Grants Management Department continues to build on this legacy through strategic grant acquisition, innovative programming, and rigorous compliance oversight.

The department is organized into two divisions:

  • Community Development Division
  • Center for Grants Innovation and Compliance

Community Development Division Highlights

In 2024, the City of Arlington celebrated the 50th anniversary of the Community Development Block Grant (CDBG) program, a milestone that reflects five decades of federal investment in strengthening neighborhoods and improving quality of life. CDBG funding supported a wide range of initiatives focused on addressing food insecurity, supporting families, and revitalizing neighborhoods through infrastructure and public facility improvements. These efforts helped enhance accessibility, safety, and livability in targeted areas, continuing the program's long-standing impact on Arlington's communities.

Emergency Solutions Grant (ESG)

The Emergency Solutions Grant (ESG) program provided essential services to individuals and families experiencing or at risk of homelessness. In 2024, ESG funding supported emergency shelter operations, homelessness prevention, rapid rehousing, and street outreach. These services helped stabilize families in crisis and connect them to long-term housing solutions. The HEART (Homeless Engagement and Assistance Response Team) played a key role in reaching the most vulnerable populations, including seniors exiting homelessness, ensuring compassionate and effective support across the city.

HOME Investment Partnerships Program

Through the HOME program, the City of Arlington partnered with Housing Channel to expand affordable housing opportunities. This included the Affordable Housing Assistance Program (AHAP), which provided down payment assistance and homebuyer education, and the development of the Wynn Terrace Cottage Community, a new affordable rental neighborhood designed to offer high-quality housing in a supportive setting. Separately, the Arlington Housing Authority administered a Tenant-Based Rental Assistance (TBRA) program, which provided rental subsidies to help low-income residents access and maintain stable housing.

Center for Grants Innovation and Compliance

Strategic Role

The Center for Grants Innovation and Compliance continued to strengthen Arlington's capacity to secure and manage external funding. Serving as a strategic hub, the Center focused on identifying high-value grant opportunities, developing competitive proposals, and ensuring strong post-award compliance. Its efforts helped expand the City's ability to deliver impactful programs and services beyond HUD-funded initiatives.

In 2024, the Center supported successful grant applications from agencies such as the Texas Veterans Commission, Texas Department of Transportation, and Texas Parks and Wildlife. These external grants funded initiatives in public safety, transportation, environmental sustainability, and youth engagement. The Center also led internal training and grant writing workshops to build capacity among city departments and community partners, further enhancing Arlington’s ability to pursue and manage competitive funding opportunities.

Consolidated Plans, Housing Needs Assessments & Analysis of Impediments to Fair Housing

The Consolidated Plan is a strategic planning document required by the U.S. Department of Housing and Urban Development (HUD) that outlines how a city or county will use federal housing and community development funds over a five-year period. It identifies local needs related to affordable housing, homelessness, and neighborhood revitalization, and sets priorities for how programs like CDBG, HOME, and ESG will be used to address them. The plan is developed with extensive community input to ensure it reflects local goals and supports inclusive, sustainable development.

2025-2029 Consolidated Plans, Housing Needs Assessments & Analysis of Impediments to Fair Housing

The City of Arlington is currently developing its 2025–2029 Consolidated Plan, which will guide how federal funding from the U.S. Department of Housing and Urban Development (HUD) is used to support affordable housing, community development, and services for vulnerable populations.

This plan is informed by data, community feedback, and the recently completed Housing Needs Assessment. Once finalized and approved by City Council, the Consolidated Plan will be submitted to HUD.

Action Plans

Each year, the City of Arlington develops an annual Action Plan which details the activities and projects that will be implemented with grant funds. The program year is July 1st to June 30th of the following year. Projects are selected that meet the Strategic Plan goals and objectives. See current and prior year Action Plans below.
