Arlington Begins $500,000 Improvement Project on Collins Street

The Public Works and Transportation Department has begun a $500,000 project to improve Collins Street between Abram and Division streets. This project will consist of removing and replacing approximately 150 feet of curb and gutter followed by mill and overlay work of the roadway to improve its surface and provide additional skid resistance.

This week, the Collins Street northbound outside lane will be closed from 9 a.m. to 3 p.m. to allow for the contractors to repair the curb and gutter. On Sunday, April 28, for one night only, both northbound and southbound Collins Street between Abram and Division streets will be closed to all traffic from 9 p.m. to 6 a.m. to accomplish the mill and overlay portion of the work. During the closure, an asphalt milling machine will grind down the top layer of the road surface. This will be followed by the placement of a two-inch asphalt overlay to build a new road surface. During paving operations, the road will remain open to traffic during the day.

The project is expected to be completed in late May and will require additional closures. Beginning May 6, future closures will again take place on Sunday through Thursday nights from 9 p.m. to 6 a.m. that do not conflict with events at Globe Life Park or AT&T Stadium. 

During construction, drivers are encouraged to use Stadium Drive, Center Street or Mesquite Street to get around the work zones.

This project is primarily funded by the voter-approved Street Maintenance Sales Tax Fund. Initially approved by Arlington voters in 2002, and reauthorized by the voters every four years since, a one quarter-cent sales tax is collected from all sales transactions occurring within the City of Arlington that are subject to sales tax. Since collection began in January 2003, $196 million has been collected and used to fund the City’s Street Maintenance Program. Maintenance programs funded by the street maintenance sales tax include:

Asphalt Reclamation: Removal and pulverizing of existing asphalt, mixing pulverized material with cement and lime to increase the strength of the asphalt and underlying sub-base, pouring and shaping mixture in a new base, and placing and compacting 6-10 inches of new asphalt.

Crack Seal: Filling cracks in the road surface with rubberized crack sealant to prevent moisture penetrating the sub-grade and causing pavement failure.

Concrete Panel Replacement:  Identification and replacement of failed sections of concrete road panels on major thoroughfare and collector streets. 

Miscellaneous Concrete and Handicap Ramps: Removal and replacement of curb, gutter, sidewalks, and driveway approaches in advance of the asphalt reclamation process. This program also includes replacement of adjacent sidewalks to ensure proper grade and installation of compliant ramps as per the Americans with Disabilities Act (ADA).

Sidewalk Replacement: Permanent repair of locations throughout the city that have been temporarily patched with asphalt to eliminate tripping hazards.
