The Consolidated Plan is a strategic planning document required by the U.S. Department of Housing and Urban Development (HUD) that outlines how a city or county will use federal housing and community development funds over a five-year period. It identifies local needs related to affordable housing, homelessness, and neighborhood revitalization, and sets priorities for how programs like CDBG, HOME, and ESG will be used to address them. The plan is developed with extensive community input to ensure it reflects local goals and supports inclusive, sustainable development.
The City of Arlington is currently developing its 2025–2029 Consolidated Plan, which will guide how federal funding from the U.S. Department of Housing and Urban Development (HUD) is used to support affordable housing, community development, and services for vulnerable populations.
This plan is informed by data, community feedback, and the recently completed Housing Needs Assessment. Once finalized and approved by City Council, the Consolidated Plan will be submitted to HUD.

Each year, the City of Arlington develops an annual Action Plan which details the activities and projects that will be implemented with grant funds. The program year is July 1st to June 30th of the following year. Projects are selected that meet the Strategic Plan goals and objectives. See current and prior year Action Plans below.
Upon the completion of each program year, the City of Arlington prepares a Consolidated Annual Performance and Evaluation Report (CAPER) to the community on the expenditure of funds and a review of the progress made in meeting goals and objectives. The report is available in a newsletter format that provides highlights as well as a more detailed report.
On Sept. 20th, 2021, the U.S. Department of Housing and Urban Development awarded the City of Arlington $4,583,064 of funds from the HOME-American Rescue Plan Act of 2021 ("HOME-ARP"). HOME-ARP funds are to be used to help communities create affordable housing and services for people experiencing or who are at risk of experiencing homelessness.
