City Council approved Resolution No. 25-246 on September 16, 2025, authorizing the update of the Repetitive Loss Area Analysis (RLAA) Plan. A Repetitive Loss (RL) is defined by FEMA as a structure insured through the National Flood Insurance Program (NFIP) with at least two paid flood loss claims of more than $1,000 each in any 10-year period since 1978. The RLAA Plan delineates areas around each RL property to identify factors that contribute to flooding and to assess nearby properties for similar risks. It also identifies potential mitigation strategies for each area, including actions that can be taken by the City or by individual property owners. There are a total of thirty-five (35) unmitigated RL Areas identified throughout the City.
The RLAA Plan was prepared in accordance with NFIP Community Rating System (CRS) Program guidelines. The City of Arlington participates in the CRS Program, which recognizes communities who adopt regulations that exceed minimum federal standards and perform floodplain management activities to reduce the risk of flood losses. In 2020, the City earned a CRS Class 5 rating, which provides a 25-percent discount for all NFIP policies within the City. Visit the Community Rating System page for more information.
