Operation Safe Stage Results in Multiple Arrests

Today, the Arlington Police Department and multiple partner agencies released information about “Operation Safe Stage”, a recent joint operation that resulted in multiple arrests and the disruption of an organized sex trafficking ring being run out of an Arlington business.
On Thursday, October 23, 2025, following months of investigation, the Tarrant County Human Trafficking Task Force, TABC, Rescue Hill, and others joined APD to carry out the operation at Chicas Locas, an adult entertainment business located at 2711 Majesty Drive.
In August 2025, the APD Human Exploitation and Trafficking (HEAT) Unit received information that illegal sex acts were being performed by employees at Chicas Locas in exchange for money, with proceeds being paid to the club’s managers. Additionally, there were reports that narcotics sales were taking place at the club. Undercover APD detectives and TABC agents conducted follow-up investigation at the business, gathering enough evidence for HEAT detectives to obtain a search warrant for the property and multiple arrest warrants.
Tarrant County Human Trafficking Task Force investigators, TABC agents, APD HEAT detectives, SWAT officers, Community Action Team officers, DWI Unit officers, K9 officers, Digital Forensics Unit detectives, and Spanish-speaking officers helped execute the warrants. The City of Arlington Fire Marshal’s Office and Health Department were on hand to document any code violations at the business. Representatives from Rescue Hill, TABC Victim Services, Rescue Her, and Traffic 911 were also on scene to assist any victims and share information with them about available resources.
During the operation, two club managers, 25-year-old Oziel Ramos and 40-year-old Ariel Tapia, were taken into custody and booked into the Arlington City Jail on warrants for Aggravated Promotion of Prostitution. They have since been transferred to the Tarrant County Jail where they are currently being held.
Officers also looked for any additional criminal offenses being committed at the club and checked all patrons who were at Chicas Locas that night for active warrants. 28-year-old Oscar Escobar was taken into custody on multiple outstanding misdemeanor warrants. 50-year-old Alejandro Hernandez was arrested for Unlawful Carrying of a Weapon and multiple drug-related charges.
Multiple pieces of digital and physical evidence were seized from the club. Officers also recovered drug paraphernalia and nearly $13,000 in cash during the operation. Additional interviews with employees helped corroborate the trafficking allegations.
The investigation remains ongoing. Additional criminal charges and arrests are pending. The Arlington Police Department is also working with the City of Arlington to explore possible civil enforcement that can be taken against Chicas Locas.
More than 900 resource hours have been dedicated to this investigation.
