The Arlington Police Department has made additional arrests and filed new criminal charges as part of the investigation into an alleged sex trafficking ring being run out of Chicas Locas.
In October 2025, APD’s Human Exploitation & Trafficking (HEAT) Unit and multiple partner agencies carried out “Operation Safe Stage,” executing search and arrest warrants at the adult entertainment business, which is located at 2711 Majesty Drive.
In the weeks since the joint operation, HEAT detectives have reviewed evidence that was seized from the club and interviewed additional witnesses who provided information about the criminal enterprise, which involved employees performing illegal sex acts on patrons in exchange for money, with proceeds being paid to the club’s managers.
During Operation Safe Stage, two Chicas Locas managers, 25-year-old Oziel Ramos and 40-year-old Ariel Tapia, were arrested on warrants for Aggravated Promotion of Prostitution. After further investigation, HEAT detectives obtained additional warrants for both suspects, charging them each with one count of Engaging in Organized Criminal Activity.
Detectives also obtained warrants for the arrests of four additional club managers:
- 37-year-old Frank Budai on one count of Aggravated Promotion of Prostitution and one count of Engaging in Organized Criminal Activity. He was taken into custody by the Tarrant County Sheriff’s Office on December 8, 2025.
- 32-year-old Allan Salcido on one count of Aggravated Promotion of Prostitution and one count of Engaging in Organized Criminal Activity. He was taken into custody by the Denton County Sheriff’s Office on November 27, 2025.
- 30-year-old Jonathon Rivera on one count of Aggravated Promotion of Prostitution and one count of Engaging in Organized Criminal Activity. He was taken into custody by the Arlington Police Department on November 14, 2025.
- 27-year-old Trevor Brossette on one count of Aggravated Promotion of Prostitution and one count of Engaging in Organized Criminal Activity. He was taken into custody by the Arlington Police Department on December 16, 2025.
As part of the investigation, detectives also addressed allegations that narcotics sales were taking place at Chicas Locas. Undercover APD officers identified 32-year-old Aaron Perez as a dealer who was operating out of the club. On multiple occasions, Mr. Perez sold illegal drugs to undercover officers and arranged for the transactions to take place at Chicas Locas. Detectives later obtained warrants for his arrest on three counts of Manufacture or Delivery of a Controlled Substance. He was taken into custody by APD officers on October 24, 2025.
The investigation into Chicas Locas remains ongoing. The Arlington Police Department continues to work with the City of Arlington and other government partners on possible civil enforcement against the club.
ORIGINAL RELEASE
Today, the Arlington Police Department and multiple partner agencies released information about “Operation Safe Stage”, a recent joint operation that resulted in multiple arrests and the disruption of an organized sex trafficking ring being run out of an Arlington business.
On Thursday, October 23, 2025, following months of investigation, the Tarrant County Human Trafficking Task Force, TABC, Rescue Hill, and others joined APD to carry out the operation at Chicas Locas, an adult entertainment business located at 2711 Majesty Drive.
In August 2025, the APD Human Exploitation and Trafficking (HEAT) Unit received information that illegal sex acts were being performed by employees at Chicas Locas in exchange for money, with proceeds being paid to the club’s managers. Additionally, there were reports that narcotics sales were taking place at the club. Undercover APD detectives and TABC agents conducted follow-up investigation at the business, gathering enough evidence for HEAT detectives to obtain a search warrant for the property and multiple arrest warrants.
Tarrant County Human Trafficking Task Force investigators, TABC agents, APD HEAT detectives, SWAT officers, Community Action Team officers, DWI Unit officers, K9 officers, Digital Forensics Unit detectives, and Spanish-speaking officers helped execute the warrants. The City of Arlington Fire Marshal’s Office and Health Department were on hand to document any code violations at the business. Representatives from Rescue Hill, TABC Victim Services, Rescue Her, and Traffic 911 were also on scene to assist any victims and share information with them about available resources.
During the operation, two club managers, 25-year-old Oziel Ramos and 40-year-old Ariel Tapia, were taken into custody and booked into the Arlington City Jail on warrants for Aggravated Promotion of Prostitution. They have since been transferred to the Tarrant County Jail where they are currently being held.
Officers also looked for any additional criminal offenses being committed at the club and checked all patrons who were at Chicas Locas that night for active warrants. 28-year-old Oscar Escobar was taken into custody on multiple outstanding misdemeanor warrants. 50-year-old Alejandro Hernandez was arrested for Unlawful Carrying of a Weapon and multiple drug-related charges.
Multiple pieces of digital and physical evidence were seized from the club. Officers also recovered drug paraphernalia and nearly $13,000 in cash during the operation. Additional interviews with employees helped corroborate the trafficking allegations.
The investigation remains ongoing. Additional criminal charges and arrests are pending. The Arlington Police Department is also working with the City of Arlington to explore possible civil enforcement that can be taken against Chicas Locas.
More than 900 resource hours have been dedicated to this investigation.
“Operation Safe Stage was a success and I am extremely proud of the work that went into it,” said Chief of Police Al Jones. “We and our partner agencies sent a strong message that human trafficking has no place in Tarrant County and we will use every resource available to go after those who commit this heinous crime. I want to personally thank our partner agencies for their efforts and collaboration. No single agency can tackle this issue alone. It takes all of us working together.”
