Homeless in Need of Rental Housing Assistance

Rapid Re-Housing Program (RRHP)

The Rapid Re-housing Program (RRHP) is a federally funded program designed to serve home-less persons and is a critical part of a community's effective home-less crisis response system. The program is regulated by the U.S. Department of Housing and Urban Development (HUD) and managed by the Housing Authority of the City of Arlington (AHA). A fundamental goal of rapid rehousing is to reduce the amount of time a person is home-less.

Families and individuals experiencing homelessness are rapidly connected to permanent housing through assistance that may include the use of time-limited financial assistance and targeted supportive services. The program helps families and individuals living on the streets or in emergency shelters solve the practical and immediate challenges to obtaining permanent housing while reducing the amount of time they experience homelessness, connecting them to community resources that enables them to achieve housing stability in the long-term and avoid returning to homelessness.

Criteria for Eligibility

Generally home-less persons are referred to the AHA for participation in the RRHP by the Tarrant County Homeless Coalition's coordinated entry process and agency partners:

Applicants must meet the HUD definition of homelessness. Participants must be willing to work closely with an assigned a case manager while on the program.

Permanent Supportive Housing Program

The Permanent Supportive Housing (PSH) program is a Federally funded program regulated by the U.S. Department of Housing and Urban Development (HUD), managed and operated in Arlington by the Housing Authority of the City of Arlington (AHA).

Primary Target Populations

Include persons with:

  • Serious mental illness
  • Chronic problems with alcohol and / or drugs
  • HIV / AIDS

Program Goals

  • Residential Stability
  • Increased skill level and or income
  • Greater self determination

Criteria for Eligibility

Generally, home-less persons are referred to the AHA for participation in the PSH program by the Tarrant County Homeless Coalition for assessment into coordinate entry and agency partners:

Tenant Based Rental Assistance Program (TBRA)

The Tenant Based Rental Assistance (TBRA) program is a Federally funded program regulated by the U.S. Department of Housing and Urban Development (HUD), managed and operated in the City of Arlington by the Housing Authority of the City of Arlington (AHA). The funding source for the TBRA program is HUD HOME program funding. HUD allocates HOME funds to the City of Arlington annually. The Arlington City Council determines the amount of HOME funding received by Arlington that will be allocated to the TBRA program.

The purpose of the TBRA program is to provide rental housing assistance in connection with supportive services to home-less persons or other low income persons in need of decent affordable housing. Housing assistance is provided for up to 2-years.

Through the TBRA program, the AHA can assist with rent, utilities, and security deposits for qualified participants.

Criteria for Eligibility

Program participants are selected from the TBRA waiting list. Selection preference is given to persons that are home-less. Program participants must have household incomes at or below 60% of area median income. See applicable HUD Income Limits(PDF, 551KB)

Youth Homeless Housing and Supportive Services

The HHSP youth program assists eligible unaccompanied homeless youth and homeless young adults, ages 18-24, with services such as emergency shelter, transitional living, case management and other resources/referrals. If you or someone you know need these services, please come to the office to get an application or contact us at 817-275-3351 for any questions.

All applications are processed in the order they are received based on funding availability.

Eligible applicants must:

  • Reside in the City of Arlington at the time of application
  • Be between 18-24 years old
  • Have income below 50% Area Median Income (AMI)

And be:

  1. At imminent risk of homeless
  2. Homeless under other federal statutes
