Land Development Pre-Application Meeting
The One Start Development Center is your one-stop shop for all property related services in Arlington. Bringing all professional staff in one place. Some of the highlights listed below are just a sample of the many services we now offer from our site, or at the One Start Development Center, located on the 2nd floor of Arlington City Hall at 101 W. Abram Street.
Our front-facing counter provides access to Professionals of the Day, including the planner-of-the-day, engineer-of-the-day, and plans examiner-of-the-day. Visitors can seek quick answers to their questions without scheduling a meeting. Feel free to drop by during business hours.
Planner of the Day
Effectively communicates the regulations of the city to the development community and works closely with the Developers to bring their Visions to fruition. The Planner of the Day answers questions related to platting, zoning, and basic questions.
Engineer of the Day
Answers questions related to public facilities such as public water, sewer, paving, and drainage studies and plans related to provide adequate facilities for public and private development.
Plans Examiner of the Day
Assists with Building Code questions on standards and code interpretations. Our focus is more towards the internal construction components to ensure all life and safety aspects are maintained.
We look at projects varying from the smallest Residential job to high profile Commercial projects and everything in between as it relates to the Building Code Standards.
Are you Platting a Property?
To develop a property, it must first be platted. A plat establishes the location of property lines, easements, and city rights-of-way. This plat must be approved or denied by the Planning and Zoning Commission.
Are you seeking to rezone your property, or are you currently evaluating the site's potential as part of your due diligence?
Zoning refers to city regulations that govern how real property can be used in specific geographic areas.
A Zoning Pre-Application Meeting (ZPAM) is required before submitting a zoning application for Zoning Amendments, Planned Development (PD Zoning), Multi-Family Development Plans, Mixed-Use Development Plans, and Specific use Permits (SUP).
The zoning application process involves changing the zoning of a property to allow for a different land use, which must be approved or denied by the City Council.
Prior to Requesting a Pre-Application Meeting:
- What infrastructure is in place? Is there water/sanitary sewer service to the site
- FEMA maps are available for viewing to help determine if the property is in or near floodplain/floodway.
- How is the property accessed - public street or private access easement? If a public street, is it possible that right-of-way is needed?
- Bring all copies of Map Room research information to the pre-development consultation.
Zoning Pre-Application Meeting (ZPAM) and Pre-Development Consultation (PDC) Submittal Requirements
- Project Overview - Provide a concise summary outlining the project's purpose, scope and key objectives.
- Site Plan - A detailed layout of the proposed development, illustrating the building footprints, parking areas, landscaping, and other site features.
- Elevations - Architectural elevations showcasing the building's design from various perspective. These should highlight design elements, materials, and aesthetics.
- Questions - A list of site-specific questions or issues you want to address during the meeting.
- Fee - Must be paid prior to scheduling any meetings (will be generated after application has been accepted).
To Schedule a Zoning Board of Adjustment (ZBA), submit the following:
- A dimensioned site plan showing the location of the request.
- A Hardship Statement detailing the variance request and the non-financial or non-personal hardship.
- A Permit review Comments Report.

To schedule a ZPAM Meeting, all submittal requirements must be completed and received by the designated Monday Deadline.
Zoning Submittal Calendar
A Pre‑Development Consultation (Due Diligence) meeting will be scheduled only after all required submittal materials have been provided and the applicable fee has been paid in full.
You have three meeting options:
- In-person: Planning and Development Services Department, located on the second floor of City Hall, 101 West Abram Street
- Virtual: Participate remotely via Microsoft Teams
- Hybrid Format: Combine in-person and virtual attendance
Meetings for complete applications are scheduled on a first-come, first-served basis. You will be contacted by the Development Coordinator to schedule a specific date and time for the meeting.
Electronic Submittal Only. The City of Arlington is no longer accepting hard copy submittals. Pre-Applications shall be submitted only through ArlingtonPermits.com. All applications submitted are subject to compliance with all completeness requirements.
