Arlington City Council approved the execution of a master development agreement with Hines DM Services US LLC (Hines) to realize the full potential of 27 acres of City-owned property at the corner of I-30 and Collins Street.
The City and the Arlington Economic Development Corporation (EDC) own approximately 42 acres of vacant land spanning 701 and 716 Ryan Plaza Drive, 700 West Lamar Boulevard and part of 1608 North Collins Street. This is one of the largest land assemblages available for development in the City with a prominent location near I-30, the Entertainment District, corporate headquarters and DFW International Airport.
The City is working toward a potential sale of 14 acres of this land to a separate large commercial anchor. Hines will complete initial predevelopment work and serve as the master developer for the remaining area .
Hines, a global development company with a 70-year history of major office, hospitality, mixed- use and residential projects, will create a master plan by approximately July 2027 (within 270 days of the effective date of the agreement). During this process, the City and Hines will negotiate subsequent agreements for Hines to execute the master plan for the property. The site is expected to be developed with a vibrant, high-quality mixed-use environment that will serve as an employment center. Specific uses and their locations will be determined throughout the master planning process.
“We’ve been very intentional about the future of this property, exercising strategic patience rather than pursuing development simply for the sake of development. After more than a decade of evaluating opportunities, we believe we now have the right partner in Hines to help us realize the site’s full potential as a premier mixed-use employment center,” said Lyndsay Mitchell, director of Strategic Initiatives for the City of Arlington.
In addition to site due diligence, including proposed land uses, site layout and design standards, Hines will prepare traffic and infrastructure analyses and secure zoning, right-of-way entitlements and preliminary and final plat approvals by approximately January 2028 (within 450 days of the agreement’s effective date).
Funds for the pre-development work will be disbursed over two fiscal years from the Innovation Venture Capital Fund, not to exceed $1,334,559.
