Pierce-Burch Water Treatment Plant Project

The City of Arlington has awarded a contract for the construction of the Pierce-Burch WTP Chemical, Clearwell, and Pump Station Improvements Project No. WUTR18001 to Archer Western Construction, LLC. The multi-year project will include the replacement of chemical feed facilities used during the water treatment process, clearwells where water is stored, and high service pumps used to send water to homes and businesses. Electrical improvements are also part of the project.

The $112.5 million project is being funded by a combination of Texas Water Development Board Revolving Fund Loan and City of Arlington Water Revenue Bonds.

Arlington Water Utilities operates the John F. Kubala and Pierce-Burch Water Treatment Plants, producing more than 18 billion gallons of treated tap water for the City of Arlington each year.

The Pierce-Burch Water Treatment Plant, at 1901 Lakewood Dr., was built in 1972 and has a current water treatment capacity of 75 million gallons per day. In 2014, a Water Treatment Rehabilitation, Improvements and Operations Master Plan commissioned by the City of Arlington recommended several capital improvements at Pierce-Burch.

Project Updates

Update - August 2024

The project is expected to finish by fall 2025. Some of the work still in progress includes:

  • The construction of the new Charles F. Anderson High Service Pump Station (CFAPS), which will replace the existing pump station in Southwest Arlington.
  • Installation of three new emergency generators.
  • Construction of a one-story building that serves as the main power distribution center, distributing power to the entire plant and its processes. The technological upgrades to the power distribution facility allow for greater efficiency.

Update - May 2022

Arlington Water Utilities and Archer Western Contractors continue to make progress on the Pierce-Burch Water Treatment Plant Improvements project. Starting in late April, crews excavating at the south end of the site have added a Saturday shift to their workweek.

A six-day-a-week excavating schedule is necessary for the next few months to have the area ready for the next phase of construction in mid-summer. Arlington Water and Archer Western intend to keep the construction timeline on schedule despite weather or supply chain challenges.

During the four-year project, Archer Western will build two new underground clear wells where a total of 8 million gallons of finished water can be stored. Since the project kickoff in November 2021, Arlington Water Utilities and Archer Western have stored excavated dirt at the project site for eventual reuse. Leaving excavated materials at the site was included in the project to limit heavy truck traffic through the neighborhood. So far, 80,000 cubic yards – or about 6,000 dump truck loads of dirt - have been kept at the plant.

January 2022 update

Crews working on improvements at the Pierce-Burch Water Treatment Plant began demolishing a 6 million gallon concrete clearwell at the southeast end of the plant in December 2021. Below is a look inside the massive underground storage space, which is usually filled with treated water.

Over the next four years, Archer Western Construction will build two new underground clearwells where a total of 8 million gallons of finished water can be stored. High service pumps that send water out from the plant will also be upgraded. These new features will allow the plant to achieve optimal performance and have redundancies built in that increase energy efficiency and water conservation.

November 2021 Update

Work on the project is set to begin in November 2021 and be complete in 2024. Construction will be at the plant's current location, inside the fence.

During construction, you may see heavy equipment driving in your neighborhood that will be providing material and support to contracts. City of Arlington construction contract specifications prohibit contractors from working before 7 a.m. or after 6 p.m. without approval.
