City Celebrates Completion of 2017 Residential Rebuild Phase 2 in Central Arlington

The Public Works and Transportation Department is pleased to announce the construction of Phase 2 of the 2017 Residential Rebuild project has been completed. This project continued the department’s efforts to bring improvements to ten roadway sections and aging public infrastructure in central Arlington.

Phase 2, which began construction last spring, brought water, sanitary sewer, drainage, roadway, and pedestrian improvements to sections of the following streets:

East Third Street (South Center Street to Mary Street)
Hosack Street (South Mesquite Street to Mary Street)
Ray Street (South Center Street to Mary Street)
Rose Street (South Mesquite Street to Mary Street)
Mary Street (East Mitchell Street to Ray Street)

The first phase of the project made similar improvements to sections of Inwood, Southmoor, and Rayborn Drives. Phase 1 began construction in the spring of 2018 and was completed in June 2019.

The City uses an annual pavement survey program to inventory the condition of all streets within the city limits. The condition of each street segment is reported as an Overall Condition Index (OCI) Rating between 0-100 based on the “ride” and “distress” of the segment. Roads with a rating lower than 50 are called “red streets” and recommended for inclusion in the department’s Capital Improvement Program. Roads with a rating between 50 and 70 are called “yellow” streets and are included in the City’s Street Maintenance Program. The current combined OCI rating for the rebuilt sections of the roadway is 100. This is a 57-point increase from the preconstruction rating of 43.

Funding for this project was approved by Arlington voters as part of the $160 milliion street improvements package in the 2014 Bond Election and aligns with the City Council’s priorities to Enhance Regional Mobility and Champion Great Neighborhoods.
