Interim Chief Kevin Kolbye has served as an Assistant Police Chief over the Support Operations Bureau in Arlington, Texas. Support Operations includes investigative units such as homicide, narcotics, traffic units and other specialized sections. He had previously presided over patrol operations after joining Arlington in 2015. Kevin began his law enforcement career in 1983 with the Dallas Police Department. He joined the FBI in 1987 and was promoted to Assistant Special Agent in Charge at the Dallas Field Office in 2007. He led the FBI's Swat Team, served in covert capacities and oversaw the Criminal and National Security Branch.

During his tenure in Arlington, he has worked tirelessly to build relationships with all segments of the community. Interim Chief Kolbye was instrumental in the Walmart Restorative Justice project which reduced retail theft and offered alternative ways to deal with petty shoplifting cases. He also oversaw a complete overhaul to the scheduling of police officers as it relates to shift work in order to match the right amount of resources to the time of day when calls for service are occurring.

Kevin attended Texas Tech University and graduated with a BBA in Accounting. He received his Masters in Criminal Justice from Tarleton State University. He has also attended the FBI's Executive Development Institute, the Northwestern University Kellogg School of Management - Navigating Strategic Change, the Senior Management Institute for Police (SMIP) at Boston University. He is a 2019 graduate of the FBI National Executive Institute.
