To regulate stormwater runoff from industrial facilities, stormwater permit coverage requirements have been established by the Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ) and are determined by a facility's Standard Industrial Classification (SIC) code. If a facility has a NAICS code but no SIC code that describes its industrial activity, it will be necessary to convert the NAICS code to an SIC code to determine coverage applicability.

As a regulatory agency, The Public Works and Transportation Departments' Environmental Management Division has the authority to ensure that all industrial facilities within the City of Arlington's jurisdiction have, and are in compliance with all required state and local stormwater discharge permits and regulations. All industrial facilities that operate within the City of Arlington are requested to fill out and submit a copy of the COA-Industrial-Assessment-Form.

Multi-Sector General Permit (MSGP)

Am I required to obtain coverage?

Most industrial facilities must comply with the Texas Pollutant Discharge Elimination System (TPDES) Permit rules and regulations listed in the most recent TXR050000 Multi-Sector General Permit (MSGP) promulgated on August 14, 2016, in addition to City of Arlington's Stormwater Pollution Control Ordinance requirements. The TPDES MSGP is a five-year permit and will expire in August 2021.

Industrial activities are grouped into 30 sectors of similar activities based on either Standard Industrial Classification (SIC) codes or Industrial Activity Codes. Your SIC Code describes the type of industrial activity that your business conducts on a day-to-day basis.

Industrial Sectors under the Multi-Sector General Permit

If all industrial activities, materials and equipment are performed and contained inside a building or under a storm- resistant shelter, and are isolated from rain, snow, snowmelt and runoff, the facility may be eligible for a conditional No Exposure Exclusion from permit requirements.
