The Public Works and Transportation Department’s Environmental Management Staff is responsible for monitoring water quality in the City of Arlington.  The goal is to protect and improve the health and quality of local creeks, streams, and lakes by providing the highest level of environmental protection for the Arlington community.  Environmental Management works continuously to maintain regulatory compliance with applicable federal, state and local stormwater regulations by performing regular inspections of construction sites and industrial facilities to enforce related permit compliance. Additionally, staff conducts monthly and quarterly water quality monitoring.

Environmental Management is composed of 4 Environmental Compliance Officers (ECOs), one intern and a Stormwater Permit Supervisor.
  • Trenecia Williams is an Environmental Professional with over ten years of stormwater experience, with the majority of that in environmental compliance within the Airport Industry. Trenecia specializes in Industrial Stormwater Compliance and currently oversees the Industrial program for the City of Arlington. Additionally, she also assists with other environmental programs such as CRP sampling, water quality monitoring, and dry weather screening. She has been with the City of Arlington since 2014. Trenecia is a Licensed Asbestos Inspector through the Texas Department of State Health Services and a Certified Environmental & Safety Compliance Officer (CESCO) through the National Registry of Environmental Professionals. Trenecia holds a Bachelor of Science Degree in Biology from Dallas Baptist University. 
  • Dylan Tissue is recent college graduate from the University of Texas at Arlington with a Bachelor of Science Degree in Geology. He initially began his tenure with the City as an intern, but shortly after graduation transitioned to a full-time Environmental Professional with the Environmental Management Division. Dylan currently oversees the City of Arlington’s Good Housekeeping Program that monitors and inspects City operated and owned facilities to ensure that these facilities are compliant with state and local environmental rules and regulations. Additionally, he also assists with water quality monitoring and dry weather screening.
  • Alexandria Edwards is a graduate of Midwestern State University with a Bachelor of Science Degree in Geology. She started her career in the oil industry in West Texas. Alexandria then moved to the City in January 2017 where she worked for Water Resource Services. In January 2018, she is now in Environmental Management. Her main duties consist of dry weather screening for the Illicit Discharge Detection & Elimination Program, conducting compliance inspections at both residential and commercial construction sites, and water quality monitoring. She also assists in CRP sampling.
  • Patrick Strong is an Environmental Professional with the City of Arlington. After moving to the City of Arlington from the City of Denton, Patrick took over the Good Housekeeping Program which monitors and inspects City operated and owned facilities to ensure that these facilities are compliant with state and local environmental rules and regulations. As part of his duties as an Environmental Specialist, Patrick carries out compliance inspections at residential and commercial construction sites and assists with water quality monitoring. Patrick has a Masters in Geography from the University of North Texas, with a focus on stormwater and Low Impact Developments. Patrick is a Certified Professional in Erosion and Sediment Control (CPESC).
