Gilbert has been with the City of Arlington since January 2007.

His career in public administration began in 1978 where he served as Assistant to the Mayor in the City of Lytle, Texas. Gilbert has also held a variety of positions in economic development and city management in San Antonio, Dallas, and Irving. He was the City Manager for Carrizo Springs, TX, from 1980 to 1985.

From 2001 to 2007, Gilbert was the assistant city manager of Irving, TX. He left Irving to become Arlington’s Deputy City Manager. Currently, Gilbert oversees the Neighborhood Services departments comprised of Code Compliance Services, Parks & Recreation, Libraries, Police, Fire, Human Resources, and Handitran.

Gilbert, who is fluent in Spanish, is a graduate of St. Mary’s University, where he earned a Bachelor of Arts degree in Political Science in 1976, and a Master of Science degree in Public and Institutional Administration in 1979. He has been active in several professional organizations, including TMCA and ICMA. At the 103rd Annual ICMA Conference, Gilbert received recognition for his 40 years of service to local government. Gilbert also served on the Executive Board of the International Hispanic Network, an organization whose mission is to encourage professional excellence among Hispanic local government administrators. The Network works with other organizations, such as the International City Management Association and the National Forum for Black Public Administrators, which share common goals. In March 2018, Gilbert was selected to serve on the VantageTrust Company Board of Directors, which advises ICMA-RC on its investments for retirement accounts for more than 1,000,000 public sector participants and more than 9,000 retirement plans.
