Water and Sewer Rates
Each year the
water and sewer rates are revised to
ensure that adequate revenue will be
generated to cover projected costs.
Some of the major costs are:
- To purchase
untreated water,
- To obtain wastewater treatment services from the
Trinity River Authority (TRA), and
- To cover debt service.

For any
classification of customer who has a sprinkler system tied into their
domestic account (i.e. the meter is not being used as a sprinkler meter
exclusively), the billings will be calculated using the water
conservation block
rates and not the sprinkler block rates.

Remember that a 5%
charge will be added to the bill each month that the bill is not paid
in full by the due date. The 5% will be calculated on the
current water and sewer charges for that month.

Each year the water and sewer rates
are reviewed to ensure that adequate revenue will be generated to
cover projected costs. Some of the major costs are:
- To purchase untreated water,
- To obtain wastewater treatment services from the
Trinity River Authority (TRA), and
- To cover debt service.
Thus, there will be occasions when the water and sewer
rates must be increased to meet these continuing demands.
The City of Arlington uses a demand
commodity rate structure. This means that each customer is billed a
fixed monthly charge (or minimum bill) for each meter. The fixed
monthly charge is based on the
size of meter; the larger the
meter, the higher the fixed monthly charge. A commodity charge,
or usage charge per 1,000 gallons completes the monthly charges.
Residential customers are billed
sewer charges based on their average winter water consumption.
December through March billings are used and the highest bill is
disregarded leaving the remaining three months to be averaged. That
average becomes the maximum gallons a customer will be billed during
the subsequent year. Winter averaging is used so that during the
summer months when water usage increases primarily due to irrigation,
customers will not be paying for water that is not entering the sewer
system.
For every dollar
collected from water and sewer billings, funds will be spent as
indicated in the following pie chart. The only change from last
year is that budgeted capital expenditures decreased and
budgeted wastewater
treatment increased.
The Arlington Water Utilities
Department does
not make a profit. We collect only what is needed to maintain the water
and sewer systems and to provide you with quality water service.
- Debt Service is
payments made to retire outstanding revenue bonds. These bonds are
used for making improvements to the system.
- Personnel is the
cost of all the staff in the department, including the Director,
the person who answers your telephone call, the person who fixes
a water main break and the water treatment operator.
- Interfund Charges are those fees paid to other City
departments that provide
services to the Water Utilities Department, such as
purchasing and accounts payable.
- Raw Water includes the
cost of purchasing untreated water from the Tarrant Regional Water
District.
- Wastewater (Sewer)
Treatment includes payment to the Trinity River Authority
for providing wastewater treatment services since Arlington does not
have a wastewater treatment plant.
- Capital is used for renewing water and sewer
mains, building pump stations and water towers.
- Supplies include
items such as minor tools, chemicals to treat the water and office
supplies.
- Maintenance
covers annual maintenance contract for radios, water and sewer
lines and other equipment.
- Other includes
items such as electricity to pump the water into the distribution
system, vehicle maintenance and fuel.
