The Energy Efficiency and Conservation Block Grants (EECBG) Program is a new program designed to implement energy efficiency and conservation projects. It was modeled after the Community Development Block Grant program administered by the Department of Housing and Urban Development (HUD) and is intended to assist local and state governments projects and programs that will:

  • Reduce fossil fuel emissions;
  • Reduce the total energy use of the eligible entities;
  • Improve energy efficiency in the transportation, building, and other appropriate sectors; and
  • Create and retain jobs.

The City of Arlington has proposed to utilize its portion of the funding for a mixture of activities that will save taxpayer dollars by making municipal facilities and commercial buildings more energy efficient, fund pilot projects designed to reduce fossil fuel usage, and make an investment in the future by developing greener building codes.

bullet Progress

The DOE submitted five pages of comments to the City of Arlington on 9/10/09 asking for a revised grant submission by 9/17/09. Finally approval of the grant application and award of funds is expected by the end of the calendar year.

On December 4, 2009, the City of Arlington received a signed Assistance Agreement from the Department of Energy awarding the City $3,428,100 in EECBG funds. Of that amount $573,783 has been released and is available for expenditure, pending the City's completed registration in the various payment request and reporting systems required by the Department of Energy once the Assistance Agreement is issued. The remaining funds are subject to the National Environmental Policy Act, clearance from the State Historic Preservation Office, and justification of costs. Once these conditions have been met, the remaining funds will be released to the City of Arlington.
