Is there a fee to process a plat?

The City's processing fees are based on the type of plat and the land area being platted. The fee covers the cost of reviewing and preparing recommendations for the Planning and Zoning Commission and/or City Councils consideration. 

In addition to the application fees, a filing fee may be charged to cover the County's charges for filing the plat. In lieu of this fee, the engineer or surveyor preparing the plat can submit a computer diskette containing all digital graphics associated with the plat.

How long does the platting process take?

Arlington's platting process takes approximately 23 days from the submittal date to the Planning and Zoning Commission meeting. Preliminary Plats are also forwarded to the City Council, requiring 29 days to complete the process. Final Plat Revisions and Amended Plats are reviewed and recommendations are available to the applicant within 10 days.

What information is required to submit a plat?

A completed plat application form, disclosure statement, fees, studies, and ownership deed should accompany a plat submission .

The plat application includes information regarding:

  • The name of the subdivision;
  • The number of acres and lots;
  • The name, address, and phone number of the property owner and surveyor;
  • A notarized property owners signature; and,
  • The current use of the property.

A Plat application form checklist showing the required information is on the back of the plat application. These minimum requirements should be met before submitting the plat for review.

The "Disclosure of Interest" statement identifies conflicts of interest with Planning and Zoning Commission members, City Council members or key city staff members which the property owner needs to disclose.

"Studies" refer to a drainage study, utility plan, traffic impact or circulation analysis, and linear park facilities agreement. The Subdivision Rules and Regulations require that each of these studies accompany every plat submission. There are, however, circumstances where these studies are not appropriate or necessary and submittal may be waived by the department requiring them. In order to prevent delays in processing, the appropriate department should be contacted prior to submittal.

Before submitting a plat application, City staff encourages a pre-application meeting. This may involve the applicant, planner, and other staff members discussing the proposed subdivision as it pertains to City ordinances, existing site characteristics, adjacent properties, and other development factors.

What is the platting process?

The platting process provides property owners and City staff time to review and respond to development proposals. When the Department of Community Development and Planning receives a completed application and plat, the plat is circulated to the City's Development Review Committee (DRC) for review and comment.

The DRC reviews the plats and comments on the plats compliance with City and State regulations. DRC comments are then distributed to applicants, and a DRC meeting is held to discuss plat comments. An applicant may always attend a DRC meeting and, in some instances, staff may request your attendance. Before and during the DRC meeting, you are encouraged to ask questions to resolve any issues.

Plats are approved subject to DRC comments. This requires compliance with all applicable DRC stipulations before filing the plat with Tarrant County. An applicant who disagrees with a comment may appeal to either the Planning and Zoning Commission or City Council. Certain comments are appealed to the Planning and Zoning Commission, while others are within Council jurisdiction only. You may appeal any DRC comments you disagree with.

How can I appeal a DRC comment that I disagree with?

To appeal a DRC comment, the applicant should submit a letter to the Department of Community Development and Planning after final comments are available. The letter should identify the comment being appealed and reasons for opposition. The DRC prepares a response to each appeal. Typically, in responding to appeals, the role of the DRC is to enforce City Ordinances and give information about existing conditions. The Department of Community Development and Planning forwards both the applicant letter and staff response to the Planning and Zoning Commission and/or City Council, who make the final decision.

Who approves plats?

The Planning and Zoning Commission reviews and approves preliminary plats, plat revisions, and plat showings. The City Council also reviews and approves preliminary plats. The Director of Community Development and Planning and the Director of Engineering Services review and approve final plats and amended plats administratively.

What happens after P&Z or Council approval?

After plats are approved, the surveyor/engineer should make any corrections or changes required by the DRC comments. When the changes are complete, a copy is circulated through the DRC members to verify compliance with the comments. Then, final mylars of the plat are submitted to the Department of Community Development and Planning for appropriate certifications, signatures, and filing.

How is the plat filed of record with the County?

The applicant is required to submit two mylar copies of the completed plat. One copy is maintained in the Engineering Map Room and the second copy is on file in the Tarrant County Courthouse. Plats are typically taken to the County for filing every Thursday. The County assigns a cabinet and slide number to the plat identifying its location. If an applicant requests a special filing, there is an additional fee of Plat filing with county of $600 for mail delivery and $900 for hand delivery.

How can I get a copy of my plat?

A copy of the plat may be purchased from the Engineering Map Room anytime after recording with the County.
