NEW! Program Year 2010 Requests for Proposals open until December 3, 2009

The City of Arlington is requesting grant proposals from organizations providing social services, housing, economic development, community and neighborhood development, and/or emergency shelter. Services are intended to benefit primarily low- and moderate-income persons in the city. Proposals will be reviewed competitively to allocate federal funds from three grant programs: Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), and Emergency Shelter Grant (ESG). Proposals will be due at the City’s Grants Management Office at 501 W. Sanford, Suite 10, Arlington, Texas 76011, by 3pm on Thursday, December 3, 2009. Proposals delivered by mail should be sent to Grants Management, PO Box 90231, Mail Stop 29-0100, Arlington, TX 76004-3231.

Ongoing Requests for Proposals:

 

Business Facade Improvement

 

The City of Arlington’s Business Façade Improvement Program is part of the City’s revitalization efforts in the Central Arlington Neighborhood Revitalization Area (NRSA), which have the following boundaries:

 

bullet North:  Sanford/Randol Mill
bullet East:  Collins
bullet South:  Abram Street/W. Second
bullet West:  Crowley Road

The program is funded by Community Development Block Grant (CDBG) funds awarded to the City by the U.S. Department of Housing and Urban Development (HUD). Projects must meet one of the following CDBG program national objectives:

bullet Serve predominately low - to moderate - income residents;
bullet Create full - time jobs; or
bullet Prevent/eliminate slum or blight

The program is designed as a reimbursable matching grant program. Applicants are required to provide personal or private funding for a minimum of 50 percent of the expenses eligible under this program. The City will reimburse applicants for up to 50 percent of eligible expenses.

 

Applicant Eligibility

Non-residential property owners and business lessees may apply. Applicants may be individuals, sole proprietors, partnerships, for-profit or non-profit corporations or any other legally identified form of business owner or lessee.

Properties must also be:

bullet Located in the Central Arlington NRSA
bullet Zoned commercial; and
bullet Current in taxes.

In addition, applicant must demonstrate no past due amounts owed to the City.

Exterior painting including murals

Creation of permanent outdoor dining and seating facilities

Exterior masonry/stucco cleaning and repair

Permanent landscape improvements

bullet

ADA accessibility improvement integral to the facade improvement proposal

The NRSA Steering Committee will review business façade grant applications based on the following priority guidelines:

bullet Business is located or will be located on or near priority streets and primary gateways to downtown.
bullet Business will create and/or sustain jobs with living wages.
bullet Business will provide a service or bring a new opportunity for a service that is not currently available and that would meet the needs of citizens living near the target area.
bullet Type of business assisted will make a significant impact in the target area.
bullet Project will lead to positive return on investment.
bullet Project will result in an attractive exterior that fits the vision for Downtown Arlington.
bullet Project will result in improvements to an existing business that needs a new look or exterior assistance for a new business that brings a needed service to the area.
