Central Arlington Revitalization Strategy Area (NRSA)

Central Arlington is one of the most historic sections of the city, consisting of some of the oldest surviving housing stock and original downtown. According to 2000 Census Data, the NRSA has a population of approximately 9,500 residents, of which approximately:

  • 76% is low-to-moderate income, (e.g., a family of four has an annual income less than $50,150)
  • 29% is below the poverty level (e.g., a family of 4 makes less than $19,350 a year)
  • 7% is unemployed
  • 43% lack high school diplomas
  • 23% do not speak English or do not speak the language very well

In 2005, and with the support of the U.S. Department of Housing and Urban Development, the City began efforts to revitalize this area. The City designated approximately 1.5 square miles as the Central Arlington Neighborhood Revitalization Strategy Area (NRSA). This area is generally bounded by:

  • Randol Mill on the North
  • Davis on the East
  • Collins on the West
  • Second/Abram on the South

Since establishing the Central Arlington NRSA, the City has allocated approximately $8 million in federal funds for new owner-occupied housing, pedestrian infrastructure, business facades, and mixed-use development. In addition, the City has community partners that include a variety of health and social service nonprofit organizations that provide services to residents in this area. The City supports these organizations by allocating federal grant funding to assist them in sustaining service levels and enhancing their capacity.

Five-year performance goals for the Central Arlington NRSA include:

  • 60 new jobs
  • 16 new businesses
  • 75 new affordable housing units
  • 25 housing units rehabilitated
  • 20 blocks of improved pedestrian infrastructure
  • 10 business façade improvements

NRSA STEERING COMMITTEE 

The NRSA Steering Committee is comprised of Arlington residents and business owners. The purpose of the committee is to consider and advise the City on allocating federal funding for revitalization activities in the NRSA.
