CENTER STREET DEVELOPMENT PROJECT

PROJECT UPDATE: All five units have been successfully sold.

 

GROUND BREAKING CEREMONY – City Council Member Lana Wolff, City Manager Jim Holgersson, representatives from TP Burleson’s project team, City staff, and community members gathered at the project site on Tuesday, May 1, 2007 to break ground on the Center Street Town Home project at 706 N. Center Street. Construction is expected to begin immediately on this five unit project, funded in part by the City’s HOME Investment Partnership Grant from the U. S. Department of Housing and Urban Development.

HISTORY – The City of Arlington created a Neighborhood Revitalization Strategy Area (NRSA) as part of its 2005 – 2010 Consolidated Plan. Resources will be concentrated in the NRSA for the purpose of revitalizing an area most in need. The targeted strategy area is shown in the NRSA map (pdf) and is bordered roughly by Randol Mill, Collins, Abram and Crowley Road. This area is characterized by 76 percent low- to moderate-income residents, and 29 percent living below the poverty level. While predominantly residential, 79 percent of the properties are renter occupied, as compared to 45 percent for Arlington as a whole. The area is further characterized as census tracts having the majority of housing built between 1970 and 1989, and above average housing vacancy rates.

The City of Arlington Community Development and Planning Department with authorization of the City Council has dedicated funding from the U. S. Department of Housing and Urban Development (HUD) to implement improvements in housing and economic development in the NRSA. The Center Street Town Home Project is one of the first new owner-occupied housing activities resulting from the dedication of these resources.

CENTER STREET TOWN HOME PROJECT - This town home project is located at the southwest corner of Center Street and Rogers Street, in the City of Arlington's NRSA. The developer, TP Burleson, LP constructed five town homes facing Center Street. Units are a combination of single story and two story structures.

CHARACTERISTICS - Town homes range in size from 1,262 square feet to 1,635 square feet. The development includes iron fencing, and detached garages at the rear. Access to the town homes is from Rogers Street. All town home properties are fully landscaped.

As a condition of federal funding dedicated to this project, three of the five town homes were sold to income-qualified homebuyers (gross household income at or below 80% of the area median income for Arlington established by HUD). Maintenance of the grounds is provided through modest monthly homeowners' association dues.
