Grants Management develops, implements, and administers Federal and State grant funds received by the City from the U.S. Department of Housing and Urban Development for the:

Community Development Block Grant Program (CDBG) - Provides funding for public services, economic development, public facility improvements, code enforcement, and other revitalization activities in the target area (see link to map below)

HOME Investment Partnership Act Program (HOME) - Provides affordable housing opportunities for Arlington residents, including first time homebuyers’ assistance and the housing repair program for low/moderate-income homeowners.

Emergency Shelter Grant Program (ESG) - Provides funding for homeless prevention, essential services for homeless persons, and support for homeless shelter operations.

bullet Brownfields Grant Program - The City of Arlington has been awarded $400,000 in grant money from the US Environmental Protection Agency (EPA) to conduct communitywide Brownfields site assessments.  As defined by the EPA, a Brownfield is "real property, the expansion, redevelopment or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant."

Notice of Public Hearings: Draft 2010-2015 Consolidated Plan and 2010 Action Plan
As required by the U.S. Department of Housing and Urban Development (HUD), the City of Arlington must submit a five-year Consolidated Plan and an annual Action Plan for the use of grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Shelter Grant (ESG) programs. The Consolidated Plan includes a needs assessment in the areas of housing, homelessness, and community development and establishes goals to address these needs in Arlington. The Action Plan includes a list of projects to be implemented with grant funds in Program Year 2010 (July 1, 2010 – June 30, 2011). The five-year Consolidated Plan and annual Action Plan serve as the application for federal funds under the aforementioned grant programs.

Draft copies of the Consolidated and Action Plans will be available for public review and comment for 30 days from March 15 to April 14, 2010. The copies will be made available at the public libraries, in the City Secretary’s Office, and at the link below. All interested parties are invited to comment on the plans at the following public hearings: March 25, 2010 at 6:00 p.m. in the Arlington Human Services Center, 401 W. Sanford St., Conference Room A and March 31, 2010 at 6:00 p.m. at City Hall, 101 W. Abram St., 3rd Floor Executive Conference Room. Both facilities are wheelchair accessible. Accommodations can be made for non-English speaking participants with 48 hours notice. Proposed Neighborhood Stabilization Program Amendment
The City of Arlington proposes a substantial amendment to its Neighborhood Stabilization Program (NSP) in order to expand the target areas and make budget adjustments among program activities. The public comment period for the proposed amendment begins February 24, 2010 and ends March 15, 2010. A public hearing to receive comments and questions regarding the amendment will be held March 10, 2010 at 6pm in the Southwest Branch Library Community Room located at 3311 SW Green Oaks Blvd. Contact John Redmon, NSP Coordinator at John.Redmon@arlingtonhousing.us or 817-276-6701 for more information or to submit comments.

2008 Consolidated Annual Performance and Evaluation Report (CAPER)

The Program Year 2008 CAPER was submitted to HUD on September 30, 2009. The CAPER presents an annual record of progress toward 2005-2010 Consolidated Plan objectives and expenditures under the Community Development Block Grant (CDBG), HOME Investment Partnerships, and Emergency Shelter Grant (ESG) programs. The 2008 CAPER details the impact of these grants during the program year which began July 1, 2008 and ended June 30, 2009. A link to the final 2008 CAPER is provided below.

Community Development Block Grant - Recovery Funds
The U.S. Department of Housing and Urban Development (HUD) allocated $853,342 in Community Development Block Grant - Recovery (CDBG-R) funds to the City of Arlington under the American Recovery and Reinvestment Act of 2009 (ARRA). The City proposes to utilize these funds for activities that lead to job creation or retention such as neighborhood infrastructure improvements, employment-related transportation services, and grant administration.

Homelessness Prevention and Rapid Re-Housing Program (HPRP)

The Homelessness Prevention Fund was created by the American Recovery and Reinvestment Act of 2009 (ARRA) to provide assistance to individuals either currently experiencing homelessness or at risk of becoming homeless. Arlington’s allocation for this program is $1,304,792. Eligible activities include, but are not limited to, financial assistance in the form of rent and utility payments, relocation/housing stabilization services such as case management, outreach, legal services, and credit repair, and data collection/administrative costs associated with operating and monitoring the program.

2009-2010 ANNUAL ACTION PLAN

The City of Arlington's 2009-2010 Annual Action Plan is available for review and public comment. The Action Plan describes how the City intends to use Community Development Block Grants (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Shelter Grants (ESG) to meet community needs. The Action Plan also serves as the application for funds to the U.S. Department of Housing and Urban Development (HUD) for the period July 1, 2009 through June 30, 2010. The primary goals of the plan include provision of decent housing, creation of a suitable living environment, and expanded economic opportunities to citizens, particularly low- and moderate-income persons.

Neighborhood Stabilization Program
The Neighborhood Stabilization Program (NSP) was established by the Housing and Economic Recovery Act of 2008 on July 30, 2008. Congress appropriated $3.9 Billion in federal funding to help states and local governments to stabilize neighborhoods most affected by home foreclosures. The US Department of Housing and Urban Development (HUD) allocated $2,044,254 in NSP funds for Arlington. On November 4, 2008 the Arlington City Council authorized staff to submit an application to HUD to utilize NSP funds for eligible activities.
