Grants Management develops, implements, and administers Federal and State grant funds received by the City from the U.S. Department of Housing and Urban Development for the:

bullet Homelessness Prevention and Rapid Re-Housing Program (HPRP) - Provides financial assistance and case management for low-income families and individuals who are either homeless or at imminent risk of becoming homeless due to current economic conditions.
bullet

Community Development Block Grant Program (CDBG) - Provides funding for neighborhood infrastructure improvements and a transportation pilot program that will provide access to employment for low-income individuals.

bullet

HOME Investment Partnership Act Program (HOME) - Provides affordable housing opportunities for Arlington residents, including first time homebuyers’ assistance and the housing repair program for low/moderate-income homeowners.

bullet

Emergency Shelter Grant Program (ESG) - Provides funding for homeless prevention, essential services for homeless persons, and support for homeless shelter operations.

bullet Brownfields Grant Program - The City of Arlington has been awarded $400,000 in grant money from the US Environmental Protection Agency (EPA) to conduct communitywide Brownfields site assessments.  As defined by the EPA, a Brownfield is "real property, the expansion, redevelopment or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant."

Program Year 2012 Action Plan Draft

The Program Year 2012 Action Plan describes how the City of Arlington proposes to use grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships Grant (HOME), and Emergency Solutions Grant (ESG) programs to meet community needs. The Action Plan serves as the application of these funds to the U.S. Department of Housing and Urban Development for July 1, 2012 – June 30, 2013. The primary objectives of the Plan include provision of decent housing, creation of a suitable living environment, and expanded economic opportunities to citizens, primarily low- and moderate-income (LMI) individuals and households.

2010-2015 Consolidated Plan Substantial Amendment

As part of the annual action plan process, the City is also proposing the following amendments to the 2010-2015 Consolidated Plan:

bullet

Changes related to the new Emergency Solutions Grant (formerly Emergency Shelter Grant);

bullet

Change the use for vacant land at the intersection of Bowen Road and Wesley Drive from construction of owner-occupied, mixed-income housing to a neighborhood park;

bullet

Reprogram CDBG and HOME funds from previous program years;

bullet

Add historic preservation projects to the Consolidated Plan; and

bullet

Add supervised living facility as an activity for the Neighborhood Stabilization Program (NSP).

Public Comment Period

The Program Year 2012 Action Plan and 2010-2015 Consolidated Plan Amendments are open for public comment for 30 days from March 11, 2012 to April 10, 2012. Submit written comments and questions regarding the Plan to Dylan.Briggs@arlingtontx.gov or to: City of Arlington, Grants Management, MS 01-0330, PO Box 90231, Arlington, TX 76004-3231. Consolidated Annual Performance and Evaluation Report (CAPER)
Public Hearing and Comment Period


Each year, the CAPER provides Arlington citizens the opportunity to review the results of the City’s use of CDBG, HOME and ESG funds. The draft report is available to the public from August 15 – September 15, 2011, through the City of Arlington’s Community Development and Planning Department, Grants Management Division, at City Hall, 101 W. Abram St., Arlington, Texas 76010. Copies of the report are available for public review at local libraries, the City Secretary’s Office, and the City website at www.arlingtontx.gov/planning/grants.
