New CFO Appointed and Deputy City Managers Rotated

City Manager Chuck Kiefer announced today the appointment of Donna Swarb as the City’s new chief financial officer.

Swarb, who has 13 years experience in government finance, is currently the City’s controller and her responsibilities include the Accounting and Purchasing Divisions as well as operation of the Municipal Court. Previously, she served as interim CFO following the retirement of Roger Kearns.

"I’m always pleased when we can make an internal appointment to a position on the executive team," Kiefer said. "Donna is ready to take the next step in her career, and I have confidence that she will do an excellent job as the City’s new CFO."

Swarb came to work at the City of Arlington in November 1998. Previously, she was the director of accounting at the University of Texas at Arlington. Swarb received her bachelor of science degree with a major in accounting from Oklahoma Christian University, and she is both a Certified Public Accountant and a Certified Government Finance Officer.

"I appreciate the confidence that Chuck has in me and look forward to the challenge," Swarb said. "The people in the Finance Department are excellent, and we all work very well together."

Swarb’s annual salary will be $110,000, and she will begin in her new position immediately.

Kiefer also announced a shift in responsibilities among the City’s deputy city managers. The operating responsibilities of Deputy City Managers Bill Studer and David Kunkle are being changed. Kunkle will assume the responsibilities of the Citizen Services Group, which will include Police, Fire, Libraries, and Neighborhood Services. Studer will oversee Administration,

which currently includes Technology Services, Finance, Human Resources, Support Services, and the City Manager’s Office. Because of Studer’s involvement as executive director of the Arlington Sports Facilities Development Authority and its ongoing relationship with the Convention Center and the Texas Rangers, the Administration Group will also include the Convention Center. Although rotation has not occurred recently, it has been a common practice over the last 18 years.

"It provides the deputy city managers with career development opportunities by gaining experience in different parts of the organization," Kiefer said.
