City Human Resources Director Resigns by Cheryel Carpenter City of Arlington Human Resources Director Paulette Owens-Holmes has submitted her resignation to become the new Executive Director of Administrative Services for the City of McKinney. Her last day with the City will be July 19. In her new position, Owens-Holmes will oversee Human Resources, Library, City Secretary, Purchasing, Airport, Municipal Court and Public Information. The City of McKinney is one of the fastest growing cities in the Metroplex with approximately 66,000 people. She begins her new post on July 29. Owens-Holmes joined the City of Arlington on July 12, 1999 after two years as the human resources director for the City of Denton. From 1992 to 1997, she was an assistant city manager with the City of Mankato, Minn. She has more than 22 years of municipal government experience. Deputy City Manager David Kunkle said Owens-Holmes is credited with improving many of the City’s personnel processes through the development of an internal consultant service delivery model. The model improves employee service delivery in the Human Resources Department through cross-training and realignments. The model has been replicated in other City departments. Under her direction, salary/compensation, the worker’s compensation program, disciplinary process and overtime pay policy were evaluated and restructured. Owens-Holmes said the move to the City of McKinney is consistent with her career aspiration to lead and manage multiple disciplines in municipal government. "I have appreciated the opportunity to work with the City of Arlington as well as its outstanding group of Human Resources professionals. Together, we have worked to make a difference in internal service delivery," Owens-Holmes said. Arlington City Manager Chuck Kiefer said, "Paulette has dealt effectively with a number of personnel issues and department concerns as director of Human Resources. She will be a strong asset to the City of McKinney."
