Dear Committee Members:

The Citizen Policy Review Committee (CPRC) was created by the City Council to consider the scope and direction of specific City policies. This year the committee has been charged with the examination of the City’s storm water management programs. Storm water management is a broad function that falls within the Department of Public Works. The Parks Department is also heavily involved in storm water issues related to creeks within the City’s linear park system.

The charge to the CPRC is to:

  • Review and analyze the adequacy and appropriateness of the City’s governing documents as they relate to storm water quality and quantity. These governing documents include:
    • Subdivision Rules and Regulations
    • Design Criteria Manual
    • Storm Water Pollution Control Ordinance
    • Flood Hazards Ordinance
    • Linear Parks Ordinance
    • Storm Water Management Program
    • Storm Water Utility Fee Schedule
    • Capital Program

  • Review individual storm water program components and the level of resources allocated to them, including:
    • Storm water plan review and processing
    • Review and enforcement of storm water pollution prevention controls on construction sites to minimize erosion and related runoff
    • Public education activities to increase citizen awareness of storm water issues
    • Water sampling to track the quality of the City’s creek system
    • Storm water quality and quantity complaint investigations and resolution
    • Emergency spill response
    • Street sweeping
    • Maintenance of drainage structures and ditches
    • Identification and prioritization of storm water projects
  • Review and analyze the adequacy and appropriateness of the storm water utility fee.

The CPRC will discuss these issues, make determinations about the City’s approach and develop a final report for the City Council. City staff will be available at your meetings to act as a resource and to provide any additional information you may need. The City Council and I thank you for your service on this committee and your assistance with this important policy analysis.
