The City of Arlington is Accepting Applications
Would you like to serve on a City Board or Commission?
Members assist the Mayor and City Council and make
recommendations on general policy matters that impact where you live.
Most boards and commissions function in advisory capacities, and some
have final decision-making authority. Members serve two-year terms and
are appointed by the Mayor and City Council.
BOARDS
AND COMMISSIONS APPLICATION

Animal Services
Center Advisory Board
MEMBERSHIP: Nine members: one licensed veterinarian; one City
official other than an employee of the Department of Community
Services; three citizens-at-large; one person whose duties
include the daily operation of an animal shelter; and one
representative from an animal welfare organization.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: Once every three months, time and place determined by
Chair
FUNCTION: State Law provides for the formation of an advisory
committee to oversee the operations of an animal shelter in
towns with populations in excess of 75,000.
Arlington Convention and Visitors
Bureau Board of Directors
MEMBERSHIP: Seventeen members: four board members selected from the
major entertainment attractions in the City: Six Flags, Hurricane
Harbor, Texas Rangers and Dallas Cowboys, (appointees must hold at least
the position of Vice-President of Marketing or its equivalent); four
members selected from and representing the lodging industry; seven
members selected from among residents of the City who have demonstrated
interest in the City and the convention industry; two members selected
from the City Council.
APPOINTMENT: Mayor and City Council.
TERM: Board is subject to term limitation policy with two year terms
with the exception of representatives of the three major entertainment
attractions and the two representatives from the lodging industry, which
will serve unlimited terms.
MEETINGS: The 2nd Monday of each month at 3:00 p.m.
FUNCTION: The Board of Directors shall be responsible for establishing
operating policies for the Bureau and for evaluating the progress of the
Bureau in the attainment of its goals. The Board of Directors shall have
full and complete power to transact all business and manage the affairs
of the Bureau.
Arlington Sports Facility
Development Authority
MEMBERSHIP: Seven members: two council members and five citizen
members.
APPOINTMENT: Mayor and Council approval.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: As needed.
FUNCTION: The purpose of The Authority is to facilitate the
financing and construction of the Ballpark in Arlington, the home of
the Texas Rangers baseball club.
Building
Code Board of Appeals
MEMBERSHIP: Nine members: one architect; one general contractor or
engineer; one member with experience in the area of fire protection
and fire safety; six members at-large from the building industry.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: As needed.
FUNCTION: The function of the Building Code Board of Appeals is to
hear appeals regarding any decision of the Building Official made
according to the Code, or any request for an exemption or
modification to an existing policy or regulation. The Board also
recommends to the City Council via the Code Review Committee any
code amendments that they believe may be desirable and in the public
interest.
Citizens’
Environmental Committee
MEMBERSHIP: Ten members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: As needed, minimum 4 meetings a year.
FUNCTION: The committee shall serve in an advisory capacity
concerning strategies and initiatives for improving the quality
of the natural environment in the City.
Electrical Code Board of
Appeals
MEMBERSHIP: Nine members: one licensed master electrician; one
building contractor; one representative of the electrical utility
company; six at large members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: As needed.
FUNCTION: The function of this Board is to hear appeals from decisions
of the Building Official regarding the application and enforcement of
the electrical code and to grant variances from the terms of the
ordinance when necessary to carry out the intent and spirit of the
ordinance. The decisions of the Board are final unless recourse is taken
through District Court.
Emergency Physician's
Advisory Board
MEMBERSHIP: Eleven members: The Medical Director or his/her designee of
each hospital emergency department which receives emergency patients by
ambulance located within Arlington, seven other physicians, the City’s
EMS Medical Director, and the city’s Fire Chief.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: Quarterly.
FUNCTION: The function of this board is to serve as an advisory,
regulatory and fact-finding body for the City Council regarding medical
control of the City’s ambulance system.
Ethics Review Commission
MEMBERSHIP: Nine members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: As needed.
FUNCTION: The Ethics Review Commission is responsible for hearing and
ruling upon complaints alleging violations by a city official of
specific enumerated standards of conduct as set forth in Section 12.02
of the City’s Ethic Code.
Housing Authority
MEMBERSHIP: One member shall be a tenant representative and four at
large members.
APPOINTMENT: Mayor with Council approval.
TERM: Two years. Board is subject to the term limitation policy.
MEETINGS: The 1st Wednesday of each month at 5:30 p.m.
FUNCTION: The Housing Authority Board of Commissioners oversees the
operations of the Arlington Housing Authority, a public entity
established to administer federally funded housing and rental assistance
programs. In addition, through a management agreement with the City of
Arlington, the Housing Authority Board administers the City's Housing
Rehabilitation Program, which is a home repair program funded by the
City's Community Development Block Grant.
Landmark Preservation
Commission
MEMBERSHIP: Nine members: Two members shall represent any combination
of the following fields or professions. 1) Architecture; 2) Banking; 3)
Law, 4) Real Estate; 5) Urban planning. Three members shall have
historic preservation experience in restoring older homes/buildings,
writing historic marker applications, or participating as members of an
Arlington historical or preservation group. Four members shall be
citizens at large.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: The 2nd Thursday of each month at 6:15 p.m.
FUNCTION: This board will familiarize itself with buildings, structures,
sies, districts, areas, places and lands within the City which may be
eligible for State and national historic landmark status. To formulate
plans and programs for public and private action for encouraging,
promoting, protecting and preserving historical landmarks within the
City of Arlington.
Library Board
MEMBERSHIP: Nine members and one student representative.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
One member is a high school representative with a term of one year.
MEETINGS: The 4th Thursday of each month at 5:00 p.m.
FUNCTION: This Board serves in an advisory capacity to the Director of
Libraries and the City Council concerning library services of the City.
They also promote public interest and support for an effective library
program in the community.
License and Amortization
Appeal Board
MEMBERSHIP: Seven members.
APPOINTMENT: Mayor with Council approval.
TERM: Two years. Board is subject to the term limitation policy.
MEETINGS: As needed.
FUNCTION: This Board has the power to rule upon the appropriate
disposition of applications for exemption from the location restrictions
for Adult Entertainment Establishments.
Mechanical and Plumbing Code
Board of Appeals
MEMBERSHIP: Nine members: one journeyman plumber; one responsible master
plumber; three construction industry representatives; two air conditioning
contractors; one mechanical engineer; one master plumber.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitations.
MEETINGS: As needed. Three members present at any meeting for a quorum.
FUNCTION: The Board may vary the application of any provision of the
Mechanical Code or modify an order of the Building Official when, in its
opinion, enforcement would do manifest injustice and would be contrary to
the purpose of the Code. Recourse from decisions of this Board must be made
through the District Court.
North
Texas Higher Education Authority
MEMBERSHIP: Nine members.
APPOINTMENT: Five of the nine members are appointed by the Mayor with
Council approval.
TERM: Two years. Authority is not subject to term limitation policy.
MEETINGS: Annually
FUNCTION: This body was established as a nonprofit corporation for the
purpose of furthering educational opportunities of students by providing
funds for the acquisition of student loans.
Park
and Recreation Board
MEMBERSHIP: Nine members and one student representative.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
One member is a high school representative with a term of one year.
MEETINGS: The 2nd Monday of each month at 6:30 p.m.
FUNCTION: This Board serves in an advisory capacity to the City Council
concerning the acquisition, maintenance, operation and use of parks,
playgrounds and open spaces within the City.
Planning and Zoning
Commission
MEMBERSHIP: Nine members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy
MEETINGS: The 1st and 3rd Wednesday of each month at 5:30 p.m.
FUNCTION: The Planning and Zoning Commission is responsible for recommending
to the Council the creation and modification of zoning districts, as well as
reviewing and approving all land plats submitted for filing with Tarrant
County. They also cooperate with the Park Board and other similar
organizations regarding needs in the development and improvement of parks
and boulevards, the extension and opening of streets and avenues and other
public places. In addition, the Planning and Zoning Commission serves as the
Capital Improvements Program Advisory Committee and the Airport Zoning
Commission.
Special Transportation
Advisory Board
MEMBERSHIP: Nine members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: Quarterly and as needed. Time and place determined upon
member’s schedules.
FUNCTION: This board is responsible for reviewing Handitran complaints
and operations of the transportation system for senior citizens and persons
with disabilities. The Board makes recommendations to the Council based on
their review. They also serve as an Appeals Board for those persons claiming
eligibility to use the transportation system and for any suspensions of
service.
Teen Court Advisory Board
MEETINGS: Nine adult members who previously demonstrated an interest in
working with youth. Four teen-aged representatives who are juniors in good
standing at school, (2) AISD; (1) MISD; (1) Private School located within
the City of Arlington.
APPOINTMENT: Mayor and City Council.
TERM: Adults will serve a two-year term. Youth representatives shall serve a
one-year term.
MEETINGS: The Board shall hold regularly scheduled meetings, as determined
by the Advisory Board Chairperson.
FUNCTION: The Board will serve in an advisory role and make recommendations
to the City Manager or his/her designee regarding the policies regulating
the Teen Court Program. Submit all reports and/or recommendations related to
the Teen Court Program requiring City Council action to the Municipal Court
clerk or his/her designee. Develop and provide community support and
community resources and develop financial resources for the Teen Court
Program in addition to the funding provided through the city budget process.
Make recommendations to the Teen Court Coordinator regarding the
recruitment, selection and training of adult and teen volunteers.
Zoning
Board of Adjustment
MEMBERSHIP: Thirteen members: Nine regular members and four alternate
members.
APPOINTMENT: Mayor and City Council.
TERM: Two years. Board is subject to term limitation policy.
MEETINGS: The 3rd Monday of each month at 6:30 p.m.
FUNCTION: The Board hears appeals from decisions of administrative officials
regarding the zoning ordinance and acts in a quasi-judicial capacity to ensure
that the Zoning Ordinance is equitably and uniformly enforced. The Board is also
responsible for interpreting zoning ordinances. Recourse from decisions of this
Board must be through District Court.
